What does basic economy actually include? It depends entirely on your airline.

Basic economy is not a single product — it is a category with wildly different rules per carrier. Delta and American both include free overhead carry-on access. United does not, making it the strictest major carrier. JetBlue's Blue Basic dropped its carry-on restriction in September 2024 and now includes overhead bin access. Southwest has no basic economy equivalent at all; every fare includes a carry-on plus two free checked bags.

Does United basic economy include a carry-on bag?

No. United basic economy on domestic routes allows only one personal item that fits under the seat (max 9×10×17 inches). If you arrive at the airport with a carry-on, you must check it for $45 if prepaid or $50 at the lobby — fees that increased on April 3, 2026. Bringing a carry-on to the gate costs $75. The exception: trans-Atlantic, trans-Pacific, and South America routes do include a free carry-on in basic economy. MileagePlus Premier members and qualifying United credit cardholders also get a free carry-on on domestic basic economy.

Basic economy delivers genuine savings in a narrow set of circumstances: you are traveling solo, you can fit everything in a personal item that slides under the seat, your plans are completely firm, and you do not care about mileage accumulation or seat placement. For a 90-minute hop with a laptop bag and no checked bag, the fare savings of $85–$99 are real and uncomplicated. Frequent flyers who hold a qualifying airline credit card (especially a United co-branded card that grants a free carry-on in basic economy) can also make basic economy work on United routes.

  • Plans are 100% fixed (no flexibility needed)

Three notable changes took effect in 2026 that make the basic economy calculation different from prior years. United raised its checked bag fees on April 3, 2026. American updated its basic economy terms on May 18, 2026, removing upgrade eligibility entirely. JetBlue had already ended its carry-on restriction in September 2024, making Blue Basic one of the more permissive basic economy products in 2026.
