The ROC cell phone lot is called the Cell Phone Lot. Off Airport Way on the airport entrance road, marked by feather flags at the entrance and exit so it's visible from both the airport entrance and the terminal roadway.

No published time limit; free waiting area, but vehicles must remain attended — unattended vehicles may be ticketed or towed by the Monroe County Sheriff's Office.. There is no charge regardless of how long you stay, but plan your timing so you pull up to arrivals right as your passenger steps outside — circling burns time and fuel, and curbside officers will wave you on if you stop too early.

Track your passenger's flight on the airport's live arrivals page or a flight-tracking app, and ask them to text you once they've cleared baggage claim and are walking toward the curb — it's only a couple of minutes' drive from the Cell Phone Lot to the terminal curb, so there's no need to leave early.
