Arrivals pickup guide
Picking someone up at El Paso (ELP)? The Cell Phone Lotis the free designated waiting area where drivers park at no charge while their passenger's flight lands and bags are collected. Below you will find exact directions, the time limit and fee rules, how to know when your passenger is ready, and what to do if the lot is full.

The ELP cell phone lot is called the Cell Phone Lot. The lot sits at the corner of Piper St. and American Dr., adjacent to the long-term parking lot exit plaza, about one minute south of the main terminal entrance (address commonly listed as 1820 American Dr., El Paso, TX 79925). From Airway Blvd. northbound, follow the airport's posted signs, turn right onto Piper St. (the first street past the Radisson Hotel), then at the stop sign turn left onto American Dr. and left again into the Cell Phone Lot.

No published maximum stay, but the airport requires the driver to remain with the vehicle at all times; it is intended only for the few minutes it takes an arriving passenger to deplane, collect bags, and call for pickup.. There is no charge regardless of how long you stay, but plan your timing so you pull up to arrivals right as your passenger steps outside — circling burns time and fuel, and curbside officers will wave you on if you stop too early.
Capacity: The Cell Phone Lot holds approximately 25–30 spaces (secondary sources disagree on the exact count; the airport's own site does not publish a figure), reportedly including several stalls reserved for rideshare/TNC drivers.. On busy travel days the lot can fill up, so arrive early and have a backup plan.
Have your arriving passenger call or text the moment they've collected their bags and are walking toward the curb; from the Cell Phone Lot it's only a couple of minutes to any terminal curb, so there's no benefit to leaving early and risking a curbside violation.
As a general rule, ask your passenger to text you only after they have their bags and are physically walking toward the arrivals curb — not when the plane touches down. Checked-bag passengers typically need 15–25 minutes after landing for baggage claim at domestic airports, and 45–60 minutesafter landing at international gates where customs adds extra time. Once you get the “at curb with bags” message, pull out and head straight there — a precise pick-up beats circling every time.
Curbside waiting without an actively loading passenger is prohibited at ELP — unattended vehicles at the curb are ticketed and towed at the owner's expense — so use the free Cell Phone Lot instead of circling or parking at arrivals.
If the Cell Phone Lot is full when you arrive, you have three practical options:
Plan your trip
Know exactly when to leave for the airport
The Leave-By Calculator combines the live ELP TSA wait time, your drive with real-time traffic, and your boarding window into one exact time to walk out the door — no more guessing or adding “just in case” buffers by hand.

If the Cell Phone Lot is full, your best options are to do a slow loop of the airport access road and try again, pull into a short-term or daily parking garage (free for the first 15–30 minutes at many airports), or wait in an adjacent surface lot if one is available. Avoid stopping on the terminal curbside — officers will wave you on immediately.
Most cell phone lots, including the Cell Phone Lot, require drivers to remain with their vehicles at all times. Unattended vehicles are typically towed at the owner's expense. If you need to use a restroom or grab a snack, look for amenities inside or adjacent to the lot before committing to a long wait.
